For homeowners residing in Manitoba
The Oil to Heat Pump Affordability (OHPA) program is being co-delivered in Manitoba to help homeowners who are currently heating their homes with oil, switch to eligible electric heat pump systems (cold climate air source and ground source models only).
Who can apply
You may be eligible to receive an upfront payment of up to $20,000 to switch from oil heating to new, energy-efficient heat pumps if:
- you are a Manitoba homeowner
- you heat your home with oil
- your household income is at or below the median household after-tax income
- your home is connected to an integrated electricity grid (for example, the North American electricity grid)
- you meet all other eligibility criteria and mandatory steps
What is available through the program
Up to $20,000
For eligible homeowners who live in Manitoba, an upfront grant payment of up to $15,000 is available in federal funding, plus an additional up to $5,000 through the province.
$250 bonus payment
A one-time payment of $250 is being offered to further assist participants in the OHPA program with the costs associated to transition from oil heating to an eligible electric heat pump.
Eligibility criteria
Applicants must meet all eligibility requirements throughout the program to be eligible for funding. This includes complying with the mandatory steps for working with a registered contractor, the mandatory technical criteria and conditions, and completing an attestation form.

Notes:
- A home energy evaluation is not required to apply for the OHPA Manitoba program.
- Some jurisdictions may require the removal of an oil tank that is no longer in use. It is your responsibility to verify and adhere to all relevant regulations. The OHPA program does not require oil tank removal; however, the cost to remove it is an eligible expense under the program.
Working with a registered contractor
Before hiring a contractor, you need to:
- obtain written quotes from contractors
- ensure the contractor can complete the installation within 6 months of you receiving your grant payment
- ensure your contractor will agree to sign this attestation form (PDF, 65 kb) confirming that the selected eligible heat pump system(s) is capable of distributing heat throughout your entire home
- additionally, for a ground source heat pump, your contractor will need to confirm (on the attestation form) that the design and installation complies with the following technical standard: C448 standard (latest version) - Design and installation of ground source heat pump systems
Choose a registered contractor from the list
To be eligible for funding, you must choose a registered or accredited contractor through one of the links below (Efficiency Manitoba or Manitoba Geothermal Energy Alliance). The contractor will assist you in selecting an appropriate cold climate air source or ground source heat pump that appears on the eligible product list.
Cold Climate Air-Source Heat Pump System
Installation must be done by a registered contractor listed at Efficiency Manitoba to be eligible for funding.
Registered contractor list
Follow these mandatory steps:
- To search for a registered contractor, visit: Efficiency Manitoba
- Click on the “Technologies” drop-down arrow and then select “air source heat pumps”.
- Choose a contractor/installer from the list. There may be an option to “Load more” to display more contractors. Contact them to request a quote(s) for the heat pump system and installation, and an estimated date for completion of the work. This information will be needed when you are applying to the OHPA program.
Ground-Source Heat Pump System
Installation must be done by an accredited heat pump contractor of the Manitoba Geothermal Energy Alliance (MGEA) to be eligible for funding.

Follow these mandatory steps:
- To search for an accredited contractor, visit: Manitoba Geothermal Energy Alliance
- Choose a contractor from the “Accredited Installers” section of the list.
Contact them to request a quote for the heat pump system and installation, as well as an estimated date for completion of the work. You may consider seeking quotes from additional contractors, if available in your region, before making your selection. This information will be needed when you are applying to the OHPA program.
Quote information
The following information is required for you to apply.
Once you have selected a heat pump, request a written quote that includes:
- your name and address
- the contractor's name and contact information
- description of the make and model of equipment you intend to install
- the Air-Conditioning, Heating and Refrigeration Institute (AHRI) number(s) for each eligible system you intend to install
- the amount to be paid
- the estimated date of installation

Third parties may not apply on behalf of homeowners
Homeowners must apply to the OHPA program themselves. Third parties (including service organizations, energy advisors, and contractors) may not apply for the homeowner, or offer to apply, under any circumstances.
