For homeowners residing in Manitoba

The Oil to Heat Pump Affordability (OHPA) program is being co-delivered in Manitoba to help homeowners who are currently heating their homes with oil, switch to high-efficiency electric heat pump systems (cold climate air source and ground source models only).

Is your home heated by oil?

You may be eligible to receive an upfront payment of up to $20,000 to switch from oil heating to new, energy-efficient heat pumps if:

  • you are a Manitoba homeowner
  • you heat your home with oil
  • your household income is at or below the median household after-tax income
  • you meet all other eligibility criteria

What is available through the program

Up to $20,000

For eligible homeowners who live in Manitoba, an upfront grant payment of up to $15,000 is available in federal funding, plus an additional up to $5,000 through the province. The funding is available to low- to median-income Manitoba homeowners who heat their home with oil.

$250 bonus payment

A one-time payment of $250 is being offered to low- to median-income Manitoba homeowners. This bonus payment aims to further assist participants in the OHPA program with the costs associated in transitioning from oil heating to an eligible electric heat pump.

Eligibility criteria

Applicants must meet all eligibility requirements throughout the program to be eligible for funding. This includes complying with the mandatory steps for working with a registered contractor, mandatory technical criteria and conditions, and completing an attestation form. (Note: a home energy evaluation is not required to apply for the OHPA program).

Note: Some jurisdictions may require the removal of an oil tank that is no longer in use. It is your responsibility to verify and adhere to all relevant regulations. The OHPA program does not require removal; however, the cost to remove it is an eligible expense under the program.

Working with a registered contractor

To be eligible for funding, you must choose a registered contractor through one of the links below. The contractor will assist you in selecting an appropriate cold climate air source or ground source heat pump that appears on the eligible product list.

If you’re uncertain whether to purchase a cold climate air source heat pump or ground source heat pump, ask a contractor, or consult the Heat pumps for the OHPA program page to learn about those types of heat pumps. Your contractor will need to agree to sign the attestation form (PDF, 65 kb) at the time of installation confirming that the selected eligible heat pump system(s) is/are capable of distributing heat throughout your entire home. Additionally, for a ground source heat pump, the installation must comply with the following technical standard: C448 standard (latest version) - Design and installation of ground source heat pump systems.

Cold Climate Air-Source Heat Pump System

Installation must be done by a registered contractor listed at Efficiency Manitoba to be eligible for funding.

Follow these steps:

  1. To search for a registered contractor, visit: Efficiency Manitoba
  2. Click on the “Technologies” drop-down arrow and then select “air source heat pumps”.
  3. Click on “Load more” and choose a contractor/installer from the list. Contact them to request a quote(s) for the heat pump system and installation, and an estimated date for completion of the work. This information will be needed when you are applying to the OHPA program.

Ground-Source Heat Pump System

Installation must be done by an accredited heat pump contractor of the Manitoba Geothermal Energy Alliance (MGEA) to be eligible for funding.

Follow these steps:

  1. To search for an accredited contractor, visit: Manitoba Geothermal Energy Alliance
  2. Choose a contractor from the “Accredited Installers” section of the list. Contact them to request a quote(s) for the heat pump system and installation, as well as an estimated date for completion of the work. This information will be needed when you are applying to the OHPA program.

Once you have selected a heat pump, request a written quote that includes:

  • your name and address
  • the contractor's name and contact information
  • description of the make and model of equipment you intend to install
  • the Air-Conditioning, Heating and Refrigeration Institute (AHRI) number(s) for each eligible system you intend to install
  • the amount to be paid
  • the estimated date of installation

The information listed above will be required for you to apply.

In addition, you must ensure that the contractor can complete the installation within 6 months of receiving your grant payment.

Be wary of high-pressure sales tactics that claim to have ENERGY STAR® or Natural Resources Canada (NRCan) backing

NRCan has not approved any third parties to make unsolicited contact with homeowners to register or participate in the Oil to Heat Pump Affordability program. The Government of Canada, NRCan and its family of brands (ENERGY STAR, EnerGuide) never solicit over the telephone, or by email or go door-to-door asking to enter Canadians’ homes to inspect, sell, or rent heating and cooling products. Third parties may not apply on behalf of homeowners

Homeowners must apply to the OHPA program themselves. Third parties (including service organizations, energy advisors, and contractors) may not apply for the homeowner, or offer to apply, under any circumstances.
