NRCan Strategic Outcomes and Program Alignment Architecture: 2013-14

The Strategic Outcomes and the PAA depict the department’s major programs and explain how these programs work together to achieve results for Canadians through Strategic Outcomes, Programs, and Sub-programs. 

A Strategic Outcome (SO) is a long-term and enduring benefit to Canadians that stems from a department’s mandate and vision. It represents the difference a department intends to make for Canadians. NRCan has 3 Strategic Outcomes.

A Program (P) is a grouping or category of activities that are related and work together to achieve the same goal. The title of the Program reflects this goal. For example, Program 1.1, Market Access and Diversification, is a group of activities that aim to increase market access and diversification for natural resource products. This Program is depicted below Strategic Outcome 1 because, by increasing market access and diversification, NRCan ensures that Canada’s natural resource sectors are globally competitive. NRCan has 9 Programs (listed below), plus 1 for Internal Services.

Sub-programs are the department’s major activities. Similar to a Program, the title reflects the goal of these activities.

NRCan updated its Strategic Outcomes and PAA in 2012-13 to explain better what it does for Canadians and how it measures results. For example, activities supporting market access and diversification were regrouped together under one Program that supports the first Strategic Outcome. The NRCan PAA has remained the same for 2013-14, with minor changes.
