ENERGY STAR Canada – Helping Canada Build a Greener Tomorrow
Canadians are coming together to drive progress toward a cleaner, more sustainable future by taking environmental action. The Government of Canada’s 2030 Emissions Reduction Plan outlines a sector-by-sector path for Canada to reach its emissions reduction target of 40% below 2005 levels by 2030 and net-zero emissions by 2050. The plan seeks to reduce greenhouse gas emissions to fight climate change while strengthening the Canadian economy with sustainable jobs and clean industrial growth.
Natural Resources Canada’s (NRCan) Energy Efficiency program is a key contributor to the 2030 Emissions Reduction Plan with initiatives such as the Canada Green Buildings Strategy, the EnerGuide Rating System for Homes, the Oil to Heat Pump Affordability Program and Energy Efficiency Regulations.
NRCan’s ENERGY STAR Canada program, lead by the Office of Energy Efficiency, is also integral to Canada’s emissions reduction efforts in the equipment, homes, industrial and building sectors. Since 2001, the ENERGY STAR Canada program has been helping Canadians lower their energy use, enhance efficiency across key sectors and support efforts toward a low-carbon economy. ENERGY STAR for Products
The ENERGY STAR for Products program was the first to be introduced in Canada, setting the standard for energy-efficient consumer goods. This program aims to empower Canadians to make smarter purchasing decisions by highlighting products that are more energy-efficient than their counterparts and result in lower utility costs. Currently, there are over 80 categories of products eligible for ENERGY STAR certification in Canada, including dishwashers, telephones, air conditioners, furnaces, ceiling fans, water heaters, windows and electrical vehicle (EV) chargers. ENERGY STAR certified products undergo comprehensive testing to ensure their energy performance meets current and evolving high standards. With over 1,000 participants actively involved, including manufacturers, retailers and utilities, the ENERGY STAR for Products program continues to expand its reach to a wide range of everyday products, supporting a nationwide movement toward more sustainable living.
ENERGY STAR Fun Fact
By the end of 2023, there were over 210,000 ENERGY STAR certified window and skylight models, nearly 500,000 ENERGY STAR certified door models and over 100 ENERGY STAR certified heat/energy recovery ventilators (HRV and ERV) models.
ENERGY STAR for New Homes
ENERGY STAR certified homes are built to a higher standard of energy efficiency, providing significant benefits for homeowners. These homes are designed with features such as high-quality insulation, energy-efficient windows and advanced ventilation systems to reduce drafts, improve indoor air quality and offer enhanced comfort. Every ENERGY STAR home undergoes third-party evaluation to ensure compliance with standards that exceed regional building codes, giving homeowners peace of mind about their investment. The program plays an important role in accelerating the energy performance of new homes by helping to expand the knowledge, skills and experience needed to construct higher-performance homes, paving the way for future higher-tier building code requirements.
ENERGY STAR certified homes are approximately 20% more energy-efficient than typical new homes, which not only reduces utility costs by up to $300 annually but also contributes to a reduction in greenhouse gas emissions. In addition, ENERGY STAR certified homes offer increased resale value with their energy-saving features being highly appealing to potential buyers looking for both comfort and cost savings.

ENERGY STAR for Industry
ENERGY STAR for Industry certification recognizes the most energy-efficient industrial facilities in Canada. Facilities achieving a score of 75 or higher on their industry-specific Energy Performance Indicator (EPI) and meeting strict environmental compliance criteria are eligible to display the prestigious ENERGY STAR symbol. This certification highlights excellence in energy efficiency while encouraging continuous improvement in industrial energy performance. Multiple sectors are eligible for this certification, from auto assembly plants to food processing facilities, with certification for additional industries under development. The ENERGY STAR Challenge for Industry encourages facilities across Canada to improve their energy efficiency by achieving a 10% reduction in energy intensity within 5 years, while tracking progress and verifying savings. Upon reaching this milestone, participants are eligible to earn ENERGY STAR recognition, which includes a certificate, a congratulatory letter and the right to display the ENERGY STAR Challenge for Industry logo. This initiative not only helps facilities reduce costs and increase profitability but also supports environmental protection efforts, making it a win-win for businesses and the planet.
ENERGY STAR for Buildings
ENERGY STAR certification is available in Canada for commercial and institutional buildings through ENERGY STAR® Portfolio Manager® and for certified high-rise buildings through the ENERGY STAR Multifamily High-Rise Program. Buildings with the recognized ENERGY STAR symbol can proudly present themselves as being certified energy-efficient for the year certified. ENERGY STAR Portfolio Manager
ENERGY STAR Portfolio Manager is a free, bilingual tool tailored for Canadians and used for benchmarking energy, greenhouse gas emissions, water and waste in buildings. Used by thousands of Canadian building owners and operators, this secure online platform allows users to monitor, rate and optimize their energy performance.
Users of ENERGY STAR Portfolio Manager with eligible scoring properties receive an ENERGY STAR score, enabling building owners and operators to evaluate energy performance amongst their portfolio of buildings and also to compare their building or portfolio performance with similar buildings across Canada. The ENERGY STAR score offers a 1-100 scale to enable comparison of a building's energy efficiency to its peers. A score of 50 represents median performance, while 75 or higher signals top-tier efficiency. To ensure fairness and accuracy, the rating considers factors such as building size, location, occupancy, weather conditions and energy usage patterns. For a building to be ENERGY STAR certified, it must receive a score of 75, which means it is performing better than at least 75% of buildings nationwide, in addition to meeting other stringent performance requirements.
ENERGY STAR Multifamily High-Rise Program
The ENERGY STAR Multifamily High-Rise Program is a 5-year certification initiative in Ontario that recognizes newly constructed high-rise buildings that are at least 15% more energy-efficient than mandated by the provincial energy code. ENERGY STAR certified buildings offer enhanced comfort through features such as high-performance windows, improved air tightness and efficient HVAC systems, ensuring better indoor living environments. Building owners gain long-term benefits, including financial savings, increased property value and higher occupancy rates. This program contributes to reduced energy costs for consumers and promotes healthier communities.

In 2023, ENERGY STAR Canada remained a driving force in the advancement of energy efficiency and sustainability nationwide. By equipping consumers, businesses and industries with the knowledge and tools to choose energy-saving products, homes and buildings, the program helped reduce environmental impacts while promoting long-term cost savings. Through its initiatives, ENERGY STAR Canada continued its commitment to innovation and climate action. Here are some of the key achievements from 2023Footnote 1.
ENERGY STAR for Products
Every year, NRCan’s ENERGY STAR for Products team launches the 12 Days of ENERGY STAR Giveaway – a series of contests offering prizes of ENERGY STAR certified products that are sponsored by ENERGY STAR Canada participants. The 2023 campaign set a record for overall contest entries, an increase of almost 30% from total entries in the 2022 campaign. What’s more, the 2023 campaign had a 194% increase in website visits compared to the 2022 campaign. Clearly Canadians are drawn to the ENERGY STAR brand, and NRCan’s social media team has figured out how to tap into that recognition!
As of 2023, ENERGY STAR products that are registered and certified by the EPA, but are sold only in Canada, undergo additional testing by NRCan. This means that on top of the initial certification process required for all ENERGY STAR certified products sold in Canada, these Canada-only products are now also subject to post-market verification. What this means for Canadian consumers is that all ENERGY STAR certified products in Canada will perform as expected while maintaining the integrity of the ENERGY STAR Canada brand.
ENERGY STAR Fun Fact
In 2023, the ENERGY STAR for Products program achieved an estimated 37.03 petajoules of cumulative annual energy savings and avoided about 2.12 Mt of greenhouse gas emissions. This is equivalent to the energy consumed by 763,948 passenger vehicles in a year!

ENERGY STAR Canada Helps Drive Down Set-top Box Energy Use
ENERGY STAR’s stringent efficiency and performance standards for set-top box (STB) products have contributed over time to these products reaching the maximum energy efficiency possible. In fact, ENERGY STAR certified that STBs use up to 25% less energy, on average, than standard models.
In recent years, the market for these products has shifted to lower energy-using alternatives. Trends show that consumers are moving away from the use of STBs in favour of smart televisions that are loaded with applications, which eliminates the need for STBs. Many consumers are also choosing to access content on devices, such as tablets, smartphones and computers, that do not require an STB. These two factors combined led ENERGY STAR Canada to retire ENERGY STAR set-top box specifications in September 2023.
STBs decode signals from cable, satellite or Internet service providers. Thin-client STBs receive content over a home network from another STB but cannot interface directly with your service provider. Consumers receive STBs from their service providers most of the time, instead of purchasing them at retail stores.

ENERGY STAR for New Homes
ENERGY STAR for New Homes is continuing to make its mark in the Canadian housing market. During 2023, 4,016 new homes were awarded ENERGY STAR certification, an increase of almost 15% from the previous year. This brings the total to more than 116,000 ENERGY STAR certified new homes in Canada since program inception in 2005.
Equally notable is the 20% increase in ENERGY STAR certified homebuilders in Canada – up to 107 from 90 in 2022. The vast majority of ENERGY STAR certified homes and builders are in Ontario; however, Alberta, British Columbia and Saskatchewan are also making strides in energy efficiency within the new housing market.

On the operational side, NRCan has completed some significant upgrades to the ENERGY STAR for New Homes enrolment and compliance portal. The portal is used by service organizations submitting candidate homes for ENERGY STAR certification on behalf of home builders. The net effect of these upgrades includes a streamlined compliance process, improved validation mechanisms and ultimately faster turnaround in the certification of new homes that meet the ENERGY STAR for New Homes standard.
During 2023, NRCan continued its strategic review of the ENERGY STAR for New Homes initiative through a consultative and inclusive process with the aim of assessing program efficacy and aligning with evolving energy standards, National Building Code energy tiers and overall growth prospects. The program is focused on expanding the knowledge, skills and experience of the new home building sector to establish an enhanced capacity for the construction of new homes that meet high energy efficiency standards.
Doug Tarry Homes: Leading the Way in Sustainable Building
Doug Tarry Homes, based in St. Thomas, Ontario, is a recognized leader in sustainable home construction and environmental stewardship. With a legacy of innovation, Doug Tarry Homes has certified over 1,000 homes under the ENERGY STAR for New Homes program and attained certifications for all its new homes built in 2023. The company’s dedication to high-performance building practices is demonstrated through its commitment to ensure 100% of their homes constructed are ENERGY STAR certified, thereby making energy efficiency a cornerstone of their business model.
In 2023, Doug Tarry Homes was awarded the ENERGY STAR Canada Award for Builder of the Year – Mid-Size for the fourth time, following previous wins in 2019, 2020 and 2021. The company’s commitment to environmental responsibility is further exemplified by the launch of a panelization company focused on reducing waste, conserving natural resources and accelerating construction timelines. By incorporating airtight construction and sustainable materials into their homes, Doug Tarry Homes is helping to drive the transition toward a more sustainable, net-zero future.
Canada Greener Homes Initiative
In 2023, NRCan continued to deliver the Canada Greener Homes Initiative, which helped Canadian homeowners make their homes more energy efficient. NRCan’s Canada Greener Homes Initiative offered two grant programs during 2023 to support energy efficiency upgrades in the home: the Canada Greener Homes Grant program and the Oil to Heat Pump Affordability (OHPA) program.
During 2023, the Canada Greener Homes Grant program continued to enable Canadian homeowners to enhance energy efficiency in their homes. In its third year of operation, this program provided qualified homeowners with grants of up to $5,000 to support energy efficiency upgrades such as installing ENERGY STAR certified windows, doors and heat pumps. These upgrades aim to reduce energy consumption, lower utility bills and contribute to a more sustainable environment.
Since its launch in May 2021, the Canada Greener Homes Initiative has received over 600,000 grant applications and provided over $833 million in grants to almost 193,000 homeowners across Canada. In 2023 alone, the program received nearly 271,000 grant applications, resulting in over 207,000 Canadian homes being evaluated. The program issued nearly 126,000 grants in 2023, and as a result, almost 96,000 homes were retrofitted with at least one ENERGY STAR certified product. As indicated in the charts below, interest in and demand for this initiative have grown steadily over the years. Clearly the Canada Greener Homes Grant program has been instrumental in advancing the uptake of ENERGY STAR products in Canadian homes.

In early 2023, the OHPA program was launched. The program provides an advance payment of up to $10,000 to eligible low- to median-income Canadian households that use home heating oil. This grant is designed to help cover the cost of purchasing and installing an eligible electric heat pump system, including those that are ENERGY STAR certified. In 2023, the OHPA program received over 2,662 grant applications in the national portal and issued $15.7 million in grant payments to 1,844 low- to median-income homeowners across the country. It is interesting to note that over 80% of grant applications requested funding for the purchase and installation of electric heat pump systems that are ENERGY STAR certified.
In the fall of 2023, the Government of Canada announced enhancements to the OHPA program by offering grants of up to $15,000 to households in co-delivery jurisdictions that provide matching provincial or territorial funding, specifically Nova Scotia, Prince Edward Island and Newfoundland and Labrador. These changes made it even easier for applicants in these provinces to access increased funding through their provincial program for their heat pump transition. The response from Canadians in these jurisdictions was swift and significant and far surpassed the public’s response through the national portal.
An electric heat pump system is an energy-efficient device that transfers heat between indoor and outdoor environments to provide heating and cooling for homes.

ENERGY STAR for Industry
In 2023, ENERGY STAR for Industry expanded its impact by increasing sector participation and broadening eligibility to help more businesses improve energy efficiency and reduce emissions. During 2023, two additional sectors, the cookies and cracker bakeries and distilled spirits sectors, were added to the list of those eligible for ENERGY STAR for Industry certification, bringing the total number of eligible sectors to 10:
- Auto assembly
- Commercial cookies and cracker bakeries
- Auto engine
- Distilled spirits
- Auto transmission
- Frozen fried potatoes
- Cement
- Fertilizer
- Commercial bread and roll bakeries
- Steel
The annual number of facilities earning ENERGY STAR certification in 2023 has grown to 16; an increase from 11 in 2022 and 7 in 2021. Three of those certified facilities represent first-time certifications from the cement sector. Special recognition goes to St Marys Cement, a major producer of cementitious materials in the Great Lakes region, which earned the highest score of the first three cement plants to achieve ENERGY STAR certification.
The program also continues to grow the number of facilities participating in the ENERGY STAR Challenge for Industry. In 2023, there were 56 ENERGY STAR Challenge for Industry participants, representing a wide range of industrial sectors from food and beverage to transportation equipment and paper. Participation in the ENERGY STAR Challenge for Industry has more than doubled from 2020 to 2023, reflecting a strong and growing commitment to energy efficiency across the industrial sector.

ENERGY STAR for Buildings
August 23, 2023, marked the 10th anniversary of the launch of the Canadian adaptation of the ENERGY STAR® Portfolio Manager® tool. As part of the celebration, NRCan launched two award initiatives:
- ENERGY STAR Portfolio Manager 10th Anniversary Special Recognition Awards to recognize those individuals and organizations that have been essential to the launch, update and continued success of the Portfolio Manager benchmarking tool
- ENERGY STAR Portfolio Manager 10th Anniversary Recognition Challenge to recognize those organizations that certified at least 5, 10 or 25 buildings for the 2023 certification year
JLL Canada and ENERGY STAR Portfolio Manager Deliver Energy Savings for Canada Post
JLL Canada, a provider of commercial real estate services and a long-standing service provider for the Canada Post Corporation (CPC) manages over 1,000 postal plants, offices, service centres and mail depots across Canada with a sharp focus on identifying opportunities to save energy, increase efficiency and reduce costs.
In 2019, JLL Canada adopted the ENERGY STAR Portfolio Manager tool to benchmark a handful of CPC sites and gradually expanded its use for several hundred sites. JLL used the early ENERGY STAR scores that resulted from the use of the tool to look more closely at two CPC sites – one with a high score and one with a low score. Sure enough, JLL quickly recognized there were significant energy saving opportunities at the low-scoring site that were not in evidence at the high-scoring site. This finding demonstrated the value of ENERGY STAR Portfolio Manager as an important tool for efforts to achieve energy savings across the CPC building portfolio.
What followed was an engagement and education effort by JLL to highlight the benefits and utility of using the benchmarking tool while engaging with all stakeholders to reduce energy consumption. The result of these efforts has been a steady increase in ENERGY STAR scores across the entire portfolio, corresponding to a steady decrease in energy bills. JLL now enjoys the honour of being part of NRCan’s Canadian Circle of Champions – a distinction offered to stakeholders in the commercial and institutional buildings sector that have committed to energy benchmarking to support implementation of energy-saving action plans.
ENERGY STAR Portfolio Manager in Canada also offers a valuable source of data on the commercial and institutional buildings sector. NRCan makes this data available to Canadians through Energy Benchmarking Data Snapshots for a variety of building types. Each snapshot provides Canadian-specific information for the following:
- buildings registered in ENERGY STAR Portfolio Manager
- benchmarking by city, province and territory
- energy use distribution
- distribution of buildings
- energy use profiles
In 2023, the number of buildings registered with ENERGY STAR Portfolio Manager rose by over 5,000 to 47,500 from a reported 42,000 in 2022. Most striking is the fact that registration targets for 2025 were already surpassed in 2023, clearly showing that building owners and operators see value in using the Portfolio Manager tool.
An impressive 224 buildings earned ENERGY STAR certification in 2023, an increase of 23% from 2022 levels. Of these, 165 buildings were also recertified from 2022. Repeat certification signals both an enduring commitment to energy efficiency and the effectiveness of the ENERGY STAR Portfolio Manager.
Eligibility for ENERGY STAR certification in the building sector has also been expanded with the launch of new ENERGY STAR scores corresponding to five new building types:
- bank branches
- libraries
- mailing centres and post offices
- museums
- worship facilities
This brings the total number of building types eligible for an ENERGY STAR score and ENERGY STAR certification with Portfolio Manager to 16. These expansions reflect Canada's ongoing commitment to improving energy efficiency across a broader range of commercial and institutional buildings.
ENERGY STAR® Canada Awards
Every year, NRCan hosts the ENERGY STAR Canada Awards to recognize and celebrate the organizations that deliver top-tier energy-efficient products and solutions to Canadians. Award recipients represent a wide range of participants, including utilities, product manufacturers, retailers, industry associations, homebuilders and buildings.
