NRCan-Technical Assistance Partnership Program

Eligibility for NRCan-TAP program support

Eligible recipients

Technical assistance may be provided to national‑level government entities in Official Development Assistance (ODA)-eligible partner countries, including:

  • Ministries and agencies
  • State-affiliated universities and other institutions

Eligible expenditures (incurred by NRCan)

Eligible costs include:

  • travel costs of NRCan experts and visiting partner country trainees
  • translation services
  • training and meeting costs
  • other  directly related project costs

Eligible activities

Eligible activities include:

  • customized training sessions (in person or virtual)
  • webinars
  • technical visits to Canada by partner country trainees (up to three weeks per visit)
  • technical visits by NRCan experts to partner countries (up to three weeks per visit)

How to apply

Proposals may be submitted at any time throughout the year. Eligible recipients are asked to follow these steps:

  1. Preliminary consultation 

Interested national-level entities must first contact their local Canadian Embassy or High Commission, which can liaise with NRCan-TAP representatives to discuss available capacities and potential technical assistance opportunities.

  1. Proposal submission 

Applicants will work with Canada’s local diplomatic mission and NRCan experts to develop a detailed project proposal. Proposals must clearly describe:

  • the areas of support requested
  • objectives
  • methodologies
  • timelines

Proposals must also demonstrate how gender equality, environmental sustainability, and human rights considerations are integrated throughout the planned activities.
The diplomatic mission will then formally submit the application, via a Mission Request Form, to Global Affairs Canada (GAC) TAP Coordination Hub for consideration by GAC and NRCan.

  1. Evaluation and selection 

Once proposals are submitted, they are evaluated based on technical feasibility, impact potential, methodological soundness, local relevance, operational capacity, and alignment with NRCan-TAP objectives and Canada’s international priorities.

  1. Agreement

Upon formal approval by GAC and NRCan, the partnership’s roles, responsibilities, and reporting requirements will be clearly defined to ensure accountability and transparency.

Duration of support

Support is provided through short‑term NRCan expert engagement ranging from three weeks to one year.
