As part of the Wildfire Resilient Futures Initiative, the purpose of the program is to create a Centre of Excellence for Wildland Fire Innovation and Resilience that will support greater collaboration of wildland fire management in Canada and internationally through innovation, knowledge exchange and supporting Indigenous fire stewardship.

NRCan provides funding to support the Centre of Excellence for Wildland Fire Innovation and Resilience to create a venue for wildland fire knowledge mobilization and innovation.

There are no repayable contributions under these programs.

There are two streams of funding under the program.

Regional modelling:

  • Selected Flood Hazard Identification and Mapping Program (FHIMP) Contribution Projects will advance regional flood modelling science and help fill gaps in flood hazard information coverage across Canada. These projects may include all research, developmental and operationalization activities undertaken by a proponent that are intended to result in advancing the above-mentioned objectives. Projects that are aiming to increase organizational efficiency in the application of these models, and to engage on the applicability for land use planning and regulatory purpose will also be considered.

Indigenous Traditional Knowledge:

  • The purpose of the FHIMP Indigenous Traditional Knowledge Stream (ITK) Contributions funding is to increase the uptake, validity, and relevance of flood hazard mapping in Indigenous communities, as well as to facilitate the exchange of knowledge between Indigenous and scientific practices related to flood mapping.

The contribution fund will support the development of tools to support communities, traditional knowledge studies, and rights-based engagement processes.

Expected results

Performance measurement under both FHIMP streams is guided by the approved terms and conditions. The indicators are:

  • Percentage of higher-risk areas covered by new flood hazard maps produced in accordance with scientific guidance and made available to Canadians; and
  • Number of flood map/studies that integrate traditional knowledge.

The expected results for the Indigenous Traditional Knowledge stream are to enhance flood resilience in Indigenous communities by combining Indigenous Traditional Knowledge with Western science to create flood hazard datasets, develop culturally relevant policy tools, and foster knowledge transfer.

The expected results from the regional modelling stream will leverage advanced techniques, including AI, machine learning, and innovative flood modeling, to create accurate and accessible flood hazard maps that enhance decision-making tools for various stakeholders and establish new standards for flood risk assessment and mapping accuracy across diverse regions.

FHIMP monitors project performance through mandatory technical and financial project reports, frequent progress review meetings and desk audits of all materials submitted by proponents.

The objective of this program is to generate new knowledge through research and development to enable Canadian forest operators and wood product manufacturers to maintain and improve market access and reduce energy consumption and improve on environmental performance.

The program will also bring new and existing knowledge on issues of domestic and international codes and standards relating to wood products, their manufacture and use.

This program will be delivered through non-repayable contribution agreements.

GeoConnections is an ongoing Program with the mandate and responsibility to lead the modernization of the Canadian Geospatial Data Infrastructure (CGDI). The Program promotes standards development and implementation and leverages leading edge technologies such as artificial intelligence (AI) and machine learning to foster an enabling, inclusive and agile environment for governments, Indigenous nations, academia, the private sector and non-profit organizations.

GeoConnections is co-funding the development of innovative adoption and further development of the CGDI with eligible recipients by using Non-Repayable Contributions.

Expected results

The mandate of the GeoConnections program is that Canada has an effective geospatial foundation. The CGDI enables the sharing and use of geospatial information about Canada's lands, peoples and natural resources to support economic, social and environmental priorities. Now in its ongoing phase, the program’s role is to maintain and modernize the CGDI.

For fiscal years 2025-2027, the GeoConnections Program will focus its funding on the development and deployment of advanced innovative and standards-based solutions that modernize the CGDI. Preference will be given to projects developing or integrating emerging technologies currently, projects that are scalable across the CGDI, and those that address Indigenous geospatial considerations. Funding will also be available for projects that will enable the future use or integration of emerging technologies in geospatial solutions.

Expected results are innovative geospatial solutions that enable discovery, access, sharing, and operational use of location data and other information to deliver on Canada’s key priorities, notably Indigenous reconciliation, inclusivity, innovation, disaster risk management and climate change resilience.

  • Geo-Mapping for Energy and Minerals (GEM-GeoNorth)

TGI, CMGD, and CMMI improve the understanding of Canada’s current and potential mineral resources to empower targeted and responsible mineral exploration and development.

GEM-GeoNorth helps unlock the full mineral potential of Canada’s North and promote responsible land development in the region.

Grants and contributions will be non-repayable.

Expected results

Expected results for TGI include:

  • Training of highly qualified personnel (HQP) available for employment in the geosciences;
  • Creation of collaborative geoscience research networks to leverage expertise and capacity to effectively solve research questions of pertinence to the exploration industry;
  • Generation of geoscience knowledge to enhance the understanding of the processes that formed Canada’s mineral deposits, exploration tools or innovative techniques, and predictive models to enhance detection of buried ore deposits; and
  • Preparation of a final report on key scientific highlights.

For 2026-27, TGI will administer eight grants, awarded to seven universities and one non-for-profit organization.

Expected results for CMGD include:

  • Enhanced data sets and modelling of Canada’s critical mineral resources, ESG criteria, to delineate economic and environmental pathways and value chains;
  • Comprehensive geo-environmental and ESG characterization of critical mineral resources;
  • Increased awareness of critical mineral opportunities for mineral processors;
  • Improved understanding of the value of critical minerals in mine waste as a potential source of critical minerals;
  • Training and mentoring of the next generation of highly qualified geoscience professionals; and
  • A narrative report to describe how activities have contributed to the objectives and any performance metrics.

For 2026-27, CMGD will administer 11 contribution agreements awarded to provincial and territorial governments and complete negotiation of three additional agreements.

Expected results for the CMMI program:

  • Leveraging expertise and capacity of geoscience research groups to solve CMMI research questions that support the promotion of critical mineral discovery in all three countries;
  • Encourage dialogue and tri-lateral research collaboration through CMMI’s framework and engagement platforms such as working groups, workshops and conferences;
  • Expanded knowledge base of green and transformative mining technologies and practices (through ESG integration in critical mineral research); and
  • Enhance market access for Canada’s critical minerals and metals.

In 2026-27, CMMI anticipates awarding three grant agreements in the program’s final year.

GEM-GeoNorth

There are 2 indicators used to evaluate the GEM-GeoNorth grants program:

  1. Number of grants awarded to Canadian academic institutions (including Northern educational institutions) or Indigenous groups, pertaining to geoscience research and/or capacity-building

    The program will provide $659,500 for fiscal year 2026-27. This is the second year of funding for seven of the grants, as well as one that GSC directly solicited from a northern academic institution. Expected results for the GEM-GeoNorth program include:

    • Use of innovative data driven tools and methodologies to proactively disseminate geoscience data and knowledge to diverse audiences (industry, governments, and Northerners);
    • Engagement of communities in ongoing dialogue throughout GEM project lifecycle and collaboration with Northern institutions to develop approaches and tools that facilitate the use of GEM data and knowledge by Northerners;
    • Increase the number of Northerners and Indigenous personnel involved in direct program delivery; and
    • Production of high quality innovative and integrative science products and ideas and develop geological models and regional geoscience frameworks, along with codes, standard and best practices protocols pertaining to permafrost.
  2. GBA+: Percentage of grant funding awarded to Northern educational institutions or Indigenous groups.

38% is the target for the grant program in 2026-2027. The program expects to exceed this target.

Natural Resource Canada’s Forest Innovation Program (FIP) transfers funding to organizations administrating scholarships to students in target demographics who are seeking to complete research in the forest sector to deliver the Canadian Forest Sector Workforce Diversity Supplement.

The objectives of this grant is to:

  • Provide research opportunities in natural sciences and engineering to highly qualified individuals in areas of relevance to Natural Resources Canada – Canadian Forest Service.
  • Address the diversity gap in the forest sector workforce with research and training opportunities for students from underrepresented groups to encourage undergraduate and graduate students to pursue studies and careers in fields related to the Canadian forest sector.

Eligible recipients include Canadian citizens or permanent residents from underrepresented groups, specifically women, Indigenous people, visible minorities, immigrants, and persons with disabilities.

The following legal entities validly incorporated or registered in Canada are also eligible:

  • Universities, colleges, and other academic institutions;
  • For-profit enterprises that harvest forest products in Canada or that produce forest products and that have existing forest product manufacturing facilities (for example, pulp, paper, or lumber mills) located in Canada;
  • For-profit enterprises that supply materials, products, or services to forest products enterprises defined above;
  • Other not-for-profit institutions; such as research, associations and standards organizations;
  • Provincial, territorial, regional and municipal governments and their departments and agencies, where applicable; and
  • Canadian citizens or permanent residents.

The objective of the Indigenous Forestry Initiative (IFI) is to support Indigenous-identified priorities in economic development, forest stewardship, and knowledge and science development. The IFI provides financial support to inclusive, Indigenous-led activities in the forest sector, such as:

  • Gathering, developing, using, and protecting Indigenous knowledge and science;
  • Indigenous leadership and participation in forest stewardship; and
  • The identification, consideration, and pursuit of economic development opportunities.

The IFI supports several Government of Canada priorities, including advancing reconciliation and enhancing economic outcomes in Indigenous communities.

Contributions are non-repayable to increase economic development, participation, and other opportunities for Indigenous groups in the forest sector.

Expected results

The IFI expects to continue to align more closely with Indigenous forest sector priorities through ongoing outreach, knowledge sharing, and collaborative development.

As of October 2025, IFI had 42 Contribution Agreements and 32 Grant Agreements under active management. While all IFI contribution and grant funding has been allocated, the program anticipates imminent renewal and expects to hold a call for proposals to accept additional contribution and grant applications, and allocate new funds, in early 2026.

IFI will continue reporting on the following performance indicators:

  • Number of collaborative sessions/engagement fora planned by the proponent through IFI activities, stewardship, or related policy development;
  • Number of grant and contribution agreements signed with Indigenous communities and/or entrepreneurs;
  • Number of Indigenous-led projects funded through grants that increase inclusion in forest management;
  • Percentage of projects funded that support the creation, safeguarding and use of Indigenous Knowledge in the forest sector;
  • Number of trainees in IFI-funded projects;
  • Number of Indigenous-led business start-ups or expansions funded by the IFI that are fully capitalized, in construction, and/or are operational; and
  • Number of jobs created and/or secured.

NRCan engages with Indigenous peoples in dialogues on issues related to its mandate. The contributions are intended to facilitate Indigenous participation in dialogues.

The primary focus for 2026-27 will be on supporting national Indigenous organizations and further engagement related to development of regulations under the Canadian Energy Regulator Act (CERA).

This transfer has non-repayable contributions.

Recipients
General targeted recipient groups

Eligible recipients will include:

  • Indigenous communities or governments;
  • Tribal Councils or entities that fulfill a similar function (e.g., general council);
  • National and regional Indigenous councils, and tribal organizations;
  • Indigenous (majority-owned and controlled by Indigenous people) for-profit and not-for-profit organizations; and
  • Members of Indigenous groups with community knowledge, Indigenous traditional knowledge or input relevant to the policy dialogue, and with interest in the issues discussed through the policy dialogue.

For the purposes of this program, the term “Indigenous” is understood to include Inuit, Métis, First Nation or any combination thereof.

Eligible recipients may further distribute funding to one or more persons and/or entities to conduct approved project activities. Eligible recipients will have independence in their choice of the persons and/or entities to which they further distribute funding, with minimal guidance from NRCan (as set forth in program Terms and Conditions) and will not be acting as an agent of the government in making distributions. The International Tropical Timber Organization (ITTO) is an international organization that provides a unique framework for cooperation between tropical timber producers and consumers. It promotes the sustainable management and conservation of tropical forests and the expansion and diversification of international trade in tropical timber from sustainably managed and legally harvested forests.

As a member of the International Tropical Timber Agreement (ITTA) Canada helps meet global commitments related to halting and reversing deforestation and forest degradation in tropical countries, enhancing its environmental reputation, and contributing to efforts to combat illegal and unsustainable logging. This will support Canada's key international priorities related to climate change, biodiversity loss and respond to the global food crisis.

The International Tropical Timber Agreement was approved in 2023 and as part of the legal framework, members are required to make mandatory payments.

Payment of mandatory assessed contributions to ITTO is a requirement of Members pursuant to the International Tropical Timber Agreement, which states that expenses necessary for the administration of the ITTA shall be met by annual contributions paid by members.

Purpose and objectives of transfer payment program

Since 1997, Natural Resources Canada has contributed to the Youth Employment and Skills Strategy (YESS) through the Science and Technology Internship Program (STIP) – Green Jobs, which supports youth between the ages of 15 and 30 to develop the skills and gain the practical experience needed to join the natural resources sector workforce, including energy, forestry, mining, earth sciences and clean technology sectors.

Using a further distribution of funds model, the program supports youth placements through non-repayable contribution agreements. The initial recipient organizations take responsibility for delivering the funding to employers.

STIP – Green Jobs has evolved over time to support the various government priorities as it relates to skills and employment, equity, diversity, inclusion, and accessibility, and investing in the green economy. This program also supports the Minister’s commitment to assist in the development and promotion of Canadian scientific and technological capabilities, and to address labour shortages in STEM (science, technology, engineering, math) fields.
