Indigenous interest in the engagement process for the proposed Indigenous Ministerial Arrangements Regulations is expected to be high. Natural Resources Canada (NRCan) may need to engage at different levels (national, regional, local,) and with many individual Indigenous groups, depending on their expressed preference and capacity to be involved.
Indigenous groups could include:
- National Indigenous Organizations;
- Regional Indigenous Organizations;
- First Nations, Métis and Inuit Rights holders; and
- Indigenous experts at the community level who would be interested in specific discussions.
NRCan will also engage with other stakeholders such as:
- Landowner groups;
- Industry; and
- Government departments and agencies.
The engagement process is based on input received from Phase 1 “Early Touch-Base” and will follow a distinctions-based approach.

A tiered engagement approach allows for the proposed IMARs to be socialized more broadly, and for Indigenous groups to disseminate information to their respective membership.
NRCan will also engage with Regional Organizations and/or Tribal Councils as well as with local groups who have already been consulted with and/or impacted by previous energy related projects under the Canada Energy Regulator (CER)’s purview and those who currently participate in CER processes.
NRCan has received a fixed budget for the development of the proposed IMARs and will need to respect timelines as best as possible. These are outlined in the “Phases of Engagement”.
