Canada’s private sector participated in the ReBuild Ukraine Conference and Trade Show in Warsaw, Poland, November 14–15, 2023.

According to World Bank estimates from March 2023, the cost of reconstruction and recovery in Ukraine is expected to be over U.S. $411 billion during the next decade, making this one of the largest construction efforts in the world. Ukraine has indicated they wish to “build back better” through green technology and innovative solutions.

Canada can share its expertise to help Ukraine build back better. As a global leader in energy production, Canada has experience in multiple areas of power generation, including hydro, solar, wind, oil and natural gas, nuclear, energy storage, energy efficiency, smart technologies and decentralized systems. Supported by a robust innovation ecosystem, groundbreaking Canadian technologies and solutions have helped address energy challenges globally. Canadian companies can help across a wide range of areas, including natural gas production, the adoption of renewable energy and distributed energy resources and large-scale energy generation projects.

Canada’s support for Ukraine’s energy and reconstruction needs

The Canadian Nuclear Safety Commission signed a memorandum of understanding with the State Nuclear Regulatory Inspectorate of Ukraine to formalize their cooperation and exchange of information in nuclear safety and regulatory matters.
$4.3 million to strengthen nuclear security measures at the Chernobyl Exclusion Zone, replacing equipment destroyed or stolen during Russia’s short-lived occupation of the site in 2022.
A $50 (€36.5) million loan guarantee to enable a €300 million loan from the European Bank for Reconstruction and Development to Naftogaz, Ukraine’s state-owned gas company, to help keep the heat and lights on in Ukraine during winter.
$115 million to Ukraine from tariff revenues on Russian and Belarusian imports to repair Kyiv’s power grid.
$10 million was provided for the purchase and delivery of power generators to Ukraine. This money was allocated to the UN Migration Agency Mission in Ukraine to procure and distribute generators to critical facilities in Ukraine.
Issuance of $500 million Ukraine Sovereignty Bond by the Government of Canada. The funds assist the Government of Ukraine to provide essential services to Ukrainians during the winter, such as purchasing fuel and restoring energy infrastructure.
Canada-Ukraine Science Partnership, an initiative by Natural Resources Canada to support Ukraine-based scientists by connecting them to professional employment in NRCan. The program has already welcomed 20 employees.
Prime Minister Trudeau and President Zelenskyy signed the modernized Canada-Ukraine Free Trade Agreement, which supports long-term security, stability and economic development in Ukraine, while also ensuring high-quality market access terms for Canadian businesses participating in Ukraine’s economic recovery.
