Qualified Bidders List of Energy Services Companies

NRCan’s Federal Buildings Initiative, now a part of NRCan’s Greening Government Services, was launched in 1991 to assist federal departments to implement Energy Performance Contracts (EPCs). NRCan continues to maintain the Qualified Bidders List (QBL) of Energy Service Companies (ESCOs) through setting Qualification Requirements, and ensuring qualified ESCOs have the technical and financial capability to deliver EPCs. ESCOs design, build and arrange financing for projects that reduce energy use, and operations and maintenance costs within facilities.

Qualified Bidders List

The Energy Service Companies (ESCOs) represented below have qualified, through a stringent review process, to bid on Energy Performance Contracts (EPCs) in federal organizations. These ESCOs arrange financing, and design and build projects that reduce energy use, and related operations and maintenance costs. They also assume technical and performance-based risks associated with each project. Qualification has been separated into two tiers.

Tier 1 Energy Service Companies

ESCOs under Tier 1 have been qualified to bid on Energy Performance Contracts up to the maximum contract limits set in the Directive on the Management of Procurement.

Tier 2 Qualified Energy Service Companies

ESCOs under Tier 2 have been qualified to bid on Energy Performance Contracts according to the limitations set in NRCan’s Qualification Requirements, including the limitation to bid on contracts up to a maximum of $5 million.
