NRCan’s Federal Buildings Initiative, as part of NRCan’s Greening Government Services program, provides opportunities to Energy Service Companies to bid on federal Energy Performance Contracts (EPCs).

This is an opportunity to collaborate with NRCan and have your company added to the Qualified Bidders List (QBL) of Energy Service Companies (ESCOs). Qualifying through NRCan’s QBL will enable your company to deliver energy performance contracts (EPCs) with federal organizations.
QBL qualification requirements have been updated to directly address the technical, managerial and financial expertise necessary to deliver EPCs. The updated requirements are expected to increase access to the QBL for ESCOs with limited performance-based contracting experience.

How to get started
Submissions are accepted at any time throughout the year. If you meet the qualification requirements, you will be given a qualification period lasting three years.

Download the qualification requirements document and review Tier 1 and Tier 2 qualification. The qualification requirements apply to firms seeking to qualify under the Greening Government Services program to bid on EPCs with federal departments and agencies.
Technical and managerial requirements have been divided into two separate tiers to ensure equitable access to federal EPC projects. Tier 1 applies to potential Bidders with extensive experience in delivering energy performance contracts. Tier 2 applies to potential Bidders with sufficient energy services project experience, and limited experience with energy performance contracts. The same financial requirements apply to both tiers of qualification.
Each Request for Qualification will be evaluated by NRCan’s qualification review committee in order to ensure that potential bidders have acceptable technical, financial and managerial competence to discharge an EPC with federal organizations.Technical and managerial requirements have been divided into two separate tiers to ensure equitable access to federal EPC projects.
