Growing Canada’s markets for energy and natural resources through international collaborations, agreements and commitments

Through joint statements, memoranda of understanding, letters of intent and other engagements, we are creating new opportunities for investment, research and information sharing here at home and abroad.

Strengthening investment in Canada

Since August 2025, Natural Resources Canada has announced 17 engagements including memoranda of understanding, joint statements and letters of intent, opening markets for Canadian energy, minerals, agriculture, manufacturing and technology.

These agreements and engagements:

  • Reduce risk
  • Diversify our export mix
  • Unlock financing
  • Give Canadian companies predictable access to global demand
  • Create revenue-generating opportunities for Canadian companies and supply chains

How we engage internationally

Letters/declarations of intent/joint statements

  • Signal shared commitments between governments and/or organizations to collaborate on emerging priorities, such as clean energy, energy security or critical minerals.
  • Public signals of alignment that can translate into new business opportunities, increased exports and accelerated innovation through collaboration on research, technology and policy development.

Memoranda of Understanding (MOUs)

  • Non-binding frameworks that outline shared goals and areas of co-operation. Internationally, MOUs help build strong partnerships that drive long-term economic growth and sustainability.
  • Foster collaboration on sectors that are key to economic and energy security and open the door to new investments, knowledge exchange and joint research.

Partnerships/dialogues

  • More established and sustained mechanisms for co-operation that go beyond high-level intent. They typically involve ongoing collaboration in the form of regular meetings and co-ordinated work plans.
  • Provide a stable, trusted platform to align policies, advance major projects and co-ordinate investments, resulting in strengthened supply chains, improved market access and long-term economic growth.
