Minister’s message
On behalf of Natural Resources Canada, I am pleased to present our report on fees for fiscal year 2020–21, my organization's fourth annual report under the Service Fees Act.
The Service Fees Act provides a modern legislative framework that enables cost-effective delivery of services and, through better reporting to Parliament, improves transparency and oversight.
Natural Resources Canada has service fees, set by contract or regulations, as required by legislation or support delivering on the department’s mandate. The sources of the fees include explosive licence and inspection, air photo, map and forest services products, and non-destructive testing certification body services, and fees set by individual contract.
Similar to last fiscal year’s report, this report provides details on each of the fees under the department’s authority, such as the type and rate of adjustment, the service standard and the performance result. In addition, this year’s report includes information on the newly introduced remission policy, which became effective on April 1, 2021. The information in this report further advances our key objective of open and transparent fee management.
I invite you to review this year’s report which outlines the department’s progress in modernizing fee management in accordance with the Service Fees Act.

About this report
This report, which is tabled under section 20 of the Service Fees Act, including the Low-Materiality Fees Regulations and subsection 4.2.8 of the Directive on Charging and Special Financial Authorities, contains information about the fees that Natural Resources Canada had the authority to set in 2020–21.Footnote 1
Government of Canada departments may set fees for services, licences, permits, products, the use of facilities, for other authorizations of rights or privileges, or to recover, in whole or in part, costs incurred in relation to a regulatory scheme.
For reporting purposes, fees must be categorized under the following three fee-setting mechanisms:
- Act, regulation or fees notice
- An act of Parliament delegates the fee-setting authority to a department, minister or Governor in Council.
- Contract
- Ministers have the authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.
- Market rate or auction
- The authority to set these fees is pursuant to an act of Parliament or regulation, and the minister, department or Governor in Council has no control over the fee amount.
This report contains information about all fees that are under Natural Resources Canada’s authority.
The information covers fees subject to the Service Fees Act.
For fees set by contract and fees set by market rate or auction, the report provides totals only. For fees set by act, regulation or fees notice, the report provides totals for fee groupings, as well as detailed information for each fee.
Although the fees that Natural Resources Canada charges under the Access to Information Act were subject to the Service Fees Act, they are not included in this report. Information on Natural Resources Canada’s access to information fees for 2020–21 can be found in our access to information report, which is posted on our Web page: Annual Reports to Parliament on the administration of the Access to Information Act and Privacy Act.
Remissions
This report does not include remissions issued under the authority of the Service Fees Act, since this requirement took effect on April 1, 2021. Remissions issued under the Service Fees Act will be reported for the first time, as applicable, in the 2021–22 Fees Report, which will be published in 2022–23.
The Service Fees Act requires departments to remit a fee, in part or in full, to a fee payer when a service standard is deemed not met. Under the Service Fees Act and the Directive on Charging and Special Financial Authorities, departments had to develop policies and procedures for determining:
- whether a service standard has been met
- how much of a fee will be remitted to a fee payer if a service standard is deemed not met
The Natural Resources Canada remission policy and procedures were made available to the public as of April 1, 2021, and can be found on the following web page: Service standards, fees adjustment, and fee remission policy.
No other remissions related to fees were issued by Natural Resources Canada since it did not have or seek other authorities to remit.

Service standard
Decisions on applications for authorization will be made within 40 business days of receipt of the complete documentation in compliance with the requirements of the Explosives Regulations, 2013. Initial factory applications for High Explosives will be completed within 60 days of receipt of completed documentation; renewals of all licences and permits will be processed within 30 days of a completed request.
Performance result
Licensing turnaround times have been acceptable to stakeholders. Results indicate that performance standards were met.

Service standard
The following service standard is not subject to remissions pursuant to the Service Fees Act: Air Photo products – Order processing time by the National Air Photo Library is ten working days, priority service is five working days; response time for information requests of ten working days 80% of the time; production error rate of 2% or less; hours of operation: 08:00 - 16:00 EST.
Performance result
The service standard of 10 working days was met 90% of the time (for regular orders) and 100% of the time for priority service orders. Performance results are monitored continuously. Aggregate annual data are available on request.

Service standard
The following service standard is not subject to remissions pursuant to the Service Fees Act: National Topographic System and Atlas of Canada maps – NRCan sells maps on a wholesale basis from the Canada Map Office (CMO) to a limited distribution network, and service standards reflect this. Response time for information requests is two working days.
Performance result
Order processing time: the CMO will strive to fill orders received from the Regional Distribution Centres (RDC) within five working days (excluding Saturdays, Sundays and statutory holidays in the province of Ontario), upon approved credit and provided that the account is in good standing. Hours of operation: 08:00 - 16:00 EST.
