Administrative Burden Baseline: Update 2024
In its Red Tape Reduction Action Plan, the Government committed to build on the efforts of the Paperwork Burden Reduction Initiative by requiring departments, through the Administrative Burden Baseline, to provide a count of the requirements in federal regulations that impose an administrative burden on business.

All federal regulations administered by Natural Resources Canada (NRCan) that impose an administrative burden on business are identified below. In 2014, the first year of reporting on administrative burden, the total administrative burden baseline (ABB) count for these regulations was 4507. The total 2024 count is 4184, which is a total net decrease of 323 since 2014. In 2023, the count was 4208, representing a decrease of 24 over the last year.
Between July 1, 2023 and June 30, 2024, NRCan’s total of administrative burden changed as results of revised requirements in the amendments to the Explosives Regulations, 2013 that removed a net of 24 administrative burden count. The amendments removed 45 administrative requirements including requests for information from licence and certificate applicants (for example fax numbers and photographs), and obligations to submit various annual reports. At the same, the amendments added the following requirements totally 21 administrative burden count:
- 10 reporting requirements for the marking and tracking of explosives;
- 5 administrative requirements to produce identification when purchasing propellant powder;
- 3 administrative requirements to enhance towing and repair in the transportation of explosives;
- 2 administrative requirements to improve record-keeping when selling fireworks; and
- 1 administrative requirement to broaden the authorization of explosives.
