The Clean Energy for Rural and Remote Communities program provides funding for renewable energy and capacity building projects and related energy efficiency measures in Indigenous, rural and remote communities across Canada. Capacity Building Projects

Affinity North

Location: National

Investment: $164,069

The project will establish a negotiations program to support Indigenous peoples in developing negotiations skills, a gap identified as critical to ensuring Indigenous peoples are equipped to be equal partners in Nation building efforts and Canada’s natural resources sectors, including the clean energy sector. The Project will include preliminary workshops and dialogue with key Indigenous leaders, lawyers, negotiators and other knowledge holders to ensure the program is maximizing impact, while respecting the importance of its delivery through an Indigenized way.

Arctic Energy Alliance

This multi-year investment will work with NWT Indigenous communities to build community capacity and energy literacy to support and direct their local Community Energy Planning process;

Centre for Indigenous and Environmental Resources

Investment: $380,000

This multi-year investment will support capacity building towards improving energy literacy for Indigenous women and youth.

Clean Energy Association of British Columbia

Location: Vancouver, BC

Investment: $332,150

The "Capacity Development, Research and Advocacy for Indigenous and Remote Clean Energy" project will support increasing capacity in Indigenous and remote communities, and informing BC energy stakeholders about clean energy policy.

Deh Tai Limited Partnership

Location: Fort Nelson, BC

Investment: $1,000,000

This investment will focus on community energy planning, feasibility modelling, design, permitting and resource assessment to support a geothermal electricity generation project under the Emerging Renewable Power Program.

District of Sicamous

Location: Sicamous, BC

Investment: $875,000

Sicamous will build a district heating system, using locally sourced forest biomass to heat commercial and industrial buildings, thereby reducing its dependence on fossil fuels.

Dzawada’enuxw First Nation

Location: Kingcome Inlet, BC

Investment: $309,000

This "Joint Community Diesel Reduction Initiative & Nation-to-Nation Lessons Learned" project will be a training program that involves four remote coastal British Columbia First Nations (Dzawada’enuxw First Nation, Hesquiaht First Nation, Kitasoo First Nation, and Wuikinuxv Nation) and will include skillsets for community renewable energy projects and certification workshops.

EcoSmart Foundation Inc.

Location: Anahim Lake, BC

Investment: $242,800

The "Peer-to-Peer Capacity Building for Solar Energy Development" project will build local knowledge and capacity to enable the development of solar energy projects in the remote community of Anahim Lake, BC and other Indigenous communities.

Electricity Human Resources Canada

Location: Communties in AB

Investment: $20,000

Electricity and Human Resources Canada will promote careers in the electricity and renewable energy sector by building science, technology, engineering, and mathematics (STEM) literacy for Indigenous youth between the ages of 10 to 13.

First Nations Power Authority of Saskatchewan Inc.

Location: Saskatchewan

Investment: $975,000

This capacity-building project will create a Community Energy Planning for Saskatchewan Indigenous communities that currently do not receive natural gas service from SaskEnergy.

First Nations of Quebec and Labrador Sustainable Development Institute

Location: 43 First Nations in Quebec and Labrador

Investment: $230,000

The funding will allow FNQLSDI to educate communities about the importance and advantages of renewable energy through in-person training. First Nations communities will also receive ongoing project development guidance and technical support for renewable energy projects.

International Renewable Energy Agency (IRENA)

Location: International

Investment: $500,000

IRENA will establish an international multi-stakeholder platform to pool knowledge and share best practises for transitioning off-grid communities to clean energy, as well as finance community-led clean energy transition projects globally.

Government of Nunavut

Location: Communities in Nunavut

Investment: $400,000

The project aims to position the Government of Nunavut to develop Community Energy Plans across the Territory by supporting the implementation of the first stage in this process through the creation of a common understanding of Nunavut’s energy landscape and clean energy opportunities at the community level. The processes and results from these communities will serve as models for planning processes to be followed in future communities.

Government of Yukon

Location: Teslin, Champagne and Aishihik First Nations, White River First Nation, Carcross/Tagish First Nation, and Tr’ondëk Hwëch’in First Nation, YT

Investment: $574,000

The Government of Yukon will to work collaboratively with Yukon First Nations to evaluate and address gaps that delay the deployment of energy projects in communities.

Great Bear Initiative

Location: Gitga'at, Nuxalk, Heiltsuk, Haida, Wuikinuvx, Kitasoo Xaixais, and Metlakatla, BC

Investment: $2,486,000

The "Building Skills and Capacity for Community Energy Management with Coastal First Nations" project will hire local climate action coordinators and enhance their capacity, skills and knowledge to enable First Nations in the Great Bear Region to lead climate action projects (mitigation and adaptation).

Great Bear Initiative

Location: Gitga'at, Nuxalk, Heiltsuk, Haida, Wuikinuvx, Kitasoo Xaixais, and Metlakatla, BC

Investment: $1,250,000

The "Indigenous Remote Community Capacity Building Program" project will design, implement and administer a 3 year capacity building program for up to 16 remote Indigenous communities that currently depend on community-scale diesel generator stations.

Independent Electricity System Operator (IESO)

Location: First Nations communities across Ontario

Investment: $259,274

This project will provide technical, hands-on training for Community Energy Champions (“CECs”) that have been recently hired by Indigenous communities and organizations across Ontario. The training curriculum will include demonstrations of home energy audits, establishing an energy baseline, building retrofits, energy generation opportunities, community engagement strategies, and developing or updating a community energy plan. The Project will also provide support for the CECs to attend the Proponent’s 2022 First Nations Energy Symposium.

Indigenous Clean Energy (ICE)

Location: National

Investment: $70,000

The Three Island Energy (TIE) Initiative aims to strengthen information and knowledge sharing on accelerating clean energy micro grids in Indigenous, island and coastal and unconnected communities. A key focus for this Project will be to build momentum with various levels of government, finance and industry leading up to a special session at the 2021 United Nations Climate Change Conference (CoP26).

Inuvialuit Regional Corporation

Location: Aklavik, Inuvik, Paulatuk, Sachs Harbour, Tuktoyaktuk, and Ulukhaktok, NT

Investment: $184,000

The Inuvialuit Regional Corporation will promote energy literacy in the communities, renew Inuvialuit dialect and culture, and promote cross-generational learning between Elders and youth on traditional practices, language and sustainability.

Matawa First Nations Management

Location: Matawa First Nations communities in Northern Ontario (Eabametoong, Marten Falls, Neskantaga, Nibinamik & Webequie)

Investment: $262,700

This project, taking place in five remote Matawa First Nations communities, will increase community members’ skills and capacity, encourage them to pursue careers in clean energy and support the development of renewable energy projects and energy-efficient solutions in their communities. The project also includes career mentorship for youth.

Newfoundland and Labrador Hydro

Location: Labrador, NL

Investment: $90,000

Newfoundland and Labrador Hydro's study will focus on interconnecting isolated communities in Labrador (both southern and northern) to reduce fossil fuel reliance and GHG emission, increase system reliability and reduce operating cost.

Nihtat Energy Ltd.

Location: Inuvik, NT

Investment: $403,963

The Inuvik Grid High Penetration Renewable Pre-Feasibility Study will test methods of integrating renewables into isolated grids while maintaining Indigenous participation and building community knowledge on energy planning processes.

NunatuKavut Community Council Inc.

Location: NunatuKavut Region of Labrador

Investment: $245,000

This project aims to increase clean energy research and development capacity in NunatuKavut by hiring a Clean Energy Research Coordinator to liaise between NCC, research and not-for-profit partners, and communities.

Opiikapawiin Services Ltd.(1)

Location: 24 First Nations in Northwestern Ontario

Investment: $400,000

This multi-year investment will create pathways for interested youth to pursue employment in the clean energy field among 24 First Nations and will focus on teaching participants about the fundamentals of electricity transmission and distribution and provide them with job-shadowing opportunities and technical training.

Opiikapawiin Services Ltd.(2)

Location: 22 First Nations in Northwestern Ontario

Investment: $208,223

The Plugged into a Brighter Future initiative is a youth-focused energy engagement initiative for First Nations communities with the Wataynikaneyap Power project. In partnership with the Independent Electricity System Operator, this initiative will bolster Indigenous youths’ knowledge of energy efficiency and renewable energy solutions so they may participate in future community energy planning.

Paulatuk Community Corporation

Location: Paulatuk and Ulukhaktok, NT

Investment: $442,000

The Beaufort Hamlet Energy Initiative will develop community energy plans to support future energy efficiency initiatives and renewable energy projects. This includes increasing energy literacy and skills development to reduce diesel dependency in both Paulatuk and Ulukhaktok communitites.

Piapot First Nation

Location: Piapot First Nation, SK

Investment: $236,335

The “Piapot Energy Efficiency Capacity Building” project will support building local capacity and implement an action plan for implementing energy efficiency retrofits. Piapot First Nation, in partnership with Community Power, will develop an energy efficiency training program, deliver community workshops, and conduct energy auditing job shadowing.

Skeena Watershed Conservation Coalition

Location: Hazelton, BC

Investment: $136,821

The Empowered Energy Solutions: Forestry, Farms and Communities project will deliver a community-level energy plan to increase clean energy opportunities and reduce diesel and fossil fuel reliance for the rural community of the Kispiox Valley of BC, which includes the Anspayaxw Band and the remote community of the House of Luutkudziiwus. The project team will investigate innovative solutions with an emphasis on local biomass to meet the energy needs of their communities, while further developing capacity of local women and youth and creating an energy planning template for neighbouring communities.

Student Energy

Location: Whitecap Dakota Nation & Saskatoon, SK

Investment: $385,000

This project will support designing, promoting, and hosting another SevenGen Summit in September 2022 in Saskatoon, Saskatchewan. Program funding will support the 2022 organizing committee, including Indigenous youth staff and a coordinator, as well as an "Indigenous Youth Mentorship Program" for the design and implementation of 10 youth-led sustainable energy projects in Canadian and Indigenous communities.

Tarquti Energy Inc.

Location: Nunavik

Investment: $3,350,000

The project will build capacity for renewable energy in the Nunavik region of Québec through the following: 1) Creation of a regional team from the communities to lead the energy transition in Nunavik, and their training; 2) Community energy planning for twelve (12) Inuit villages in Nunavik; and 3) Development of five (5) renewable energy projects for these communities.

Tla’amin Nation

Location: Powell River, BC

Investment: $187,500

This project is to conduct research and analysis to evaluate the feasibility of commercially operating the biomass boiler at the Tiskwat site.

Titjaluk Logistics Ltd.

Location: Nunatsiavut

Investment: $190,433

NRCan supported Titjaluk Logistics’ pilot project to explore the feasibility of establishing a firewood supply network for remote communities on the Northern Coast of Labrador. Titjaluk set up a trucking and shipping network to provide pallets of cut and split firewood to Nain and Hopedale in Nunatsiavut (Labrador) to reduce community consumption of diesel fuel for home heating.

Tlingit Homeland Energy Limited Partnership

Location: Atlin, BC

Investment: $2,966,000

Tlingit Homeland Energy Limited Partnership aims to expand the existing hydropower facility in Atlin B.C. and export this new power to Yukon’s southern isolated grid via a new transmission line. This project will focus on completing the feasibility and permitting phases of the project which are key steps to get it to a construction-ready position.

Toosey Indian Band

Location: Riske Creek, BC

Investment: $94,143

Toosey Indian Band will use NRCan funding to explore the heating requirements for a sawmill and the potential for development of a district biomass heating system.

Tsay Keh Dene Band

Location: Prince George, BC

Investment: $1,000,000

The Tsay Keh Dene Band intends to design, build and operate a sustainable heat and power biomass system in Tsay Keh Dene, B.C. that will be integrated to an existing diesel power plant. This project will focus on planning and feasibility stages, as well as creating an operational training program.

Uchucklesaht Tribe Government

Location: Uchuck Creek, BC

Investment: $991,000

The "Uchuck Creek Hydro Project – Phase IV Detailed Design & Engineering" project will support the detailed design and engineering phase for the development of a ~150 kW run-of-river hydroelectric generation facility at Uchuck Creek that will supply power to the nearby diesel reliant, non-grid connected Proponent village of Ehthlateese in British Columbia.

University of Saskatchewan

Location: Saskatchewan

Investment: $840,000

The University of Saskatchewan will create a master’s of sustainability in security degree to meet the training needs of northern, remote and Indigenous communities through distance education and purpose-driven practical experience to lead to sustainable community energy development.

Wuikinuxv First Nation

Location: Port Hardy, BC

Investment: $57,800

Wuikinuxv Nation intends to carry out a feasibility study that will examine the potential for developing a biomass-fired district heating system to provide heat to community buildings.

Renewable Energy Projects

Askii Environmental Inc.

Location: Kitchenuhmaykoosib Inninuwug First Nation and Pikangikum First Nation, ON

Investment: $1,670,000

Askii Environmental Inc. will install biomass heating systems in Kitchenuhmaykoosib Inninuwug First Nation and Pikangikum First Nation, which will be used to heat schools in these communities offsetting fossil fuel use.

Bingwi Neyaashi Anishinaabek

Location: Bingwi Neyaashi Anishinaabek, Sand Point FN, ON

Investment: $1,051,000

Bingwi Neyaashi Anishinaabek is replacing the community’s sawmill heat source from diesel to a biomass system and is installing biomass-compatible heating systems in three new housing units in preparation for future biomass heating expansion. This will demonstrate the economic development benefits and cost effectiveness of biomass heating.

Carcross / Tagish First Nation

Location: Carcross, YT

Investment: $2,100,000

Carcross and the Tagish First Nation will install a biomass district heating system to displace existing electric and fossil fuel heating systems in five community buildings.

Chu Cho Environmental Ltd (1)

Location: Tsay Keh Dene Nation, BC

Investment: $475,000

The funding will enable Chu Cho Environmental — a Tsay Keh Dene Nation–owned company — to assess the feasibility of using biomass to generate heat and power. Once completed, this project would be among the first of its kind to heat and power an Indigenous community in the province, demonstrating the power of innovation to create opportunities in a remote community.

Chu Cho Environmental Ltd. (2)

Location: Tsay Keh Dene Nation, Prince George, BC

Investment: $475,000

Chu Cho Environmental Ltd. is undertaking technical system studies and planning to support the Tsay Keh Dene Nation vision to generate heat and power with forest-based biomass, replacing diesel as the source of power for the community.

Copper Niisuu Limited Partnership

Location: Beaver Creek, YT

Investment: $13,422,346

The Beaver Creek Solar Project will deploy a 1.9 MW DC solar photovoltaic system, 1.2 MW AC of inverters and a 3.5 MWh battery energy storage system in Beaver Creek, Yukon, beside ATCO Electric Yukon power plant to facilitate grid interconnection.

Denesoline Corporation Ltd

Location: Lutsel K'e First Nation, NT

Investment: $400,000

This investment will support the completion of a study on hybrid renewable energy options for the Lutsel K’e Dene First Nation.

Eagle Hill Energy Limited Partnership

Location: Whitehorse, YT

Investment: $8,000,000

This investment will replace two existing wind turbines with four technologically advanced, cold climate wind turbines totaling 4 megawatts (MW).

Esk'etemc First Nation

Location: Alkali Lake, BC

Investment: $1,500,000

This investment will support the expansion of the Esk'etemc First Nation's wood-based biomass district heating system — helping them use more renewable fuels.

Fort Severn First Nation

Location: Fort Severn, ON

Investment: $865,817

Fort Severn First Nation will install a 240 kilowatt (kW) ground-mounted PV solar array, 10kW of rooftop PV solar arrays, a 10 kW wind turbine, a battery, and a microgrid control computer.

Gitxsan Energy Inc. (1)

Location: Hazelton, BC

Investment: $686,000

This multi-year investment will deploy a forest-based biomass system to replace propane as the heating fuel, reducing greenhouse gas emissions by 255 tonnes a year in a recreation complex.

Gitxsan Energy Inc. (2)

Location: Hazelton, BC

Investment: $593,000

Gitxsan Energy Inc. converted the Gitksan Wet’suwet’en Education Society (GWES) college from propane heating to biomass heating to reduce greenhouse gas emissions and operational costs for the college. The project involved demolition of the current boiler room, construction of a new boiler room and pellet/wood chip bin and installation of two new biomass boilers.

Hamlet of Aklavik

Location: Aklavik, NT

Investment: $640,000

This investment will install a biomass heating system that will heat community infrastructure.

Hesquiaht First Nation

Location: Hot Springs Cove, BC

Investment: $4,870,000

This "Ahtaapq Creek Hydropower Project" will install a 350 kW run-of-the-river hydropower facility, integrated to the existing diesel generation system of the remote Hesquiaht First Nation community.

Kapawe’no First Nation

Location: Narrows Point, AB

Investment: $1,500,000

The funding is for the community to design and install a renewable and eco-friendly heating system that will help to reduce the community’s reliance on diesel, cut energy costs and generate jobs for the surrounding communities.

Kluane First Nation (1)

Location: Destruction Bay, YT

Investment: $2,000,000

The Kluane First Nation will install, own, operate, and maintain three 100 kilowatt (kW) wind turbines in Destruction Bay, Yukon. In order to capture the full wind power generation and to maintain a stable and reliable power grid, the utility will install, own, operate, and maintain a 250kWh battery and energy management system.

Kluane First Nation (2)

Location: Burwash Landing, YT

Investment: $345,900

The Kluane First Nation will develop a forest resources management plan for the First Nation’s settlement lands to meet current and future local biomass heating needs.

Kwadacha First Nation

Location: Fort Ware, British Columbia

Investment: $748,661

Kwadacha will be producing compressed sawdust logs called “briquettes” for use in woodstoves for residential space heating within the community. The briquettes are made from accumulated waste from the wood chipping operation that supplies fuel to Kwadacha’s CHP bioenergy plant. Briquette production will offset diesel-generated electricity and propane.

Kwikwasut’inuxw Haxwa’mis First Nation

Location: Gwa’yas’dums, BC

Investment: $2,300,000

The primary objective of the project is to implement a hybrid, smart-grid solar photovoltaic (PV) and battery system to offer a new and predictable source of clean energy generation for the remote village of Gwa’yas’dums.  The project will include system design, engineering, procurement, construction, installation, and commissioning of a PV, battery energy storage system integrated with the diesel power plant.

Lake Babine Nation

Location: Burns Lake, BC

Investment: $828,472

Lake Babine Nation is installing a biomass district heating system to supply heat to four community buildings that currently depend on propane for heating. The project will use local wood chips/pellets from local suppliers and will provide opportunities for capacity building and training for First Nation members.

Lhoosk’uz Dene Nation

Location: Anahim Lake, BC

Investment: $900,000

This project will support a reduction of diesel use to generate heat and power in an Indigenous community through the installation of a new Combined Heat and Power (CHP) system paired with a battery energy storage system. This will replace the two diesel generators, which are costly and pose environmental and health risks, currently powering the community. This project will promote energy self-reliance, aid in fire prevention and create jobs for community members in the harvesting and processing of biomass for the new CHP system, as well as other commercial and industrial applications in and around the reserve. The community has access to a considerable amount of biomass following recent forest fires and the pine beetle infestation. Mee-Toos Forest Products Ltd.

Location: Northeast Saskatchewan

Investment: $2,000,000

This investment will install and operate biomass heating systems to supply heating in two schools. The two 300kW biomass boiler systems will be fueld with wood chips from fire salvage and harvest residual logs and will employ community members from each community.

Mowachaht/Muchalaht First Nation

Location: Yuquot, BC

Investment: $1,077,085

The objective of the project is to conduct a front-end engineering and design study of a 200-kW wave energy plant that would displace current diesel fuel use of the Mowachaht/Muchalaht First Nation residents at the remote reserve community of Yuquot, BC and the nearby Government of Canada Nootka Lighthouse.

Nihtat Corporation (1)

Location: Inuvik, NT; Iqaluit, NU

Investment: $3,300,000

This multi-year investment will combine solar power with battery storage to help three local businesses and 32 residential units in Inuvik, NT and Iqaluit, NU run almost exclusively on solar energy during the spring and summer months. This project will improve electricity reliability, create local employment and generate 1.25 megawatts of new reliable electricity annually, cutting local diesel consumption by 380,000 litres per year.

Nihtat Corporation (2)

Location: Inuvik, NT

Investment: $220,000

This investment supports a capacity development study to look into options for wood pellet plant development, wood-based biomass opportunities and biomass supply chain enhancements in the Beaufort Delta region. This project will encourage the use of biomass as a healthy and economical choice for heating that will reduce costs and greenhouse gas emissions.

Nishnawbe Aski Nation

Location: Northern Ontario

Investment: $2,532,000

The Nishnawbe Aski Nation will replace existing woodstove heating appliances in six of the nation’s communities with upgraded high efficiency woodstoves, reducing fossil fuel heating use by lowering demand on the community’s electricity supply, currently provided by diesel generators.

Investment: $764,600

The Gull Bay Diesel Offset Micro Grid project will demonstrate the integration of a high-penetration solar photovoltaic system into the existing diesel microgrid on the Kiashke Zaaging Anishinaabek (KZA) / Gull Bay First Nation (GBFN) reserve. This micro grid (electricity distribution system) will manage loads and distributed energy resources (solar photovoltaic, battery storage, and diesel generators) that can be operated in a controlled and integrated fashion.

Qikiqtaaluk Business Development Corporation (QBDC) (1)

Investment: $1,200,000

QBDC, a wholly-owned subsidiary of Qikiqtaaluk Corporation, will conduct a front-end engineering and design (FEED) study to determine the best approach to integrate solar and wind power, energy storage, and the latest monitoring and control systems into a better electricity system. The study will identify the best mix of energy sources to support the sustainable development of the land.

Investment: $5,813,000

The Sanikiluaq High Displacement Renewable Energy Demonstration Project will see 1 MW of wind generation coupled with 800 kWh of battery energy storage installed in the Hamlet of Sanikiluaq. Producing over 4 GWh per year of clean electricity, it is anticipated that the Project will offset over 50% of the community’s diesel fuel usage for electricity.

Location: Gwich’in Nation, Fort McPherson, NT

Investment: $200,000

Rat River Development Corporation will build a sustainable wood chip supply chain for the Gwich’in Nation. These wood chips will be locally harvested from willow trees for use in biomass systems in and around Fort McPherson, resulting in more Indigenous employment and participation in economic opportunities in the bioenergy and forestry sectors.

The Teslin Tlingit Council will construct a biomass district heating system for eight new duplexes, including 16 housing units, to reduce greenhouse gas emissions and energy costs for the community.

Three Nations Energy

Location: Fort Chipewyan, AB

Investment: $4,500,000

This multi-year investment will deploy a new 2.2-megawatt solar farm to complement an existing 400 kilowatt installation, making it the largest off-grid solar project in Canada. In addition, a battery storage system and micro-grid control system will improve reliability of the grid. The project’s combined solar and battery energy storage system will displace 650,000 litres of diesel fuel per year, reducing greenhouse gas emissions by 1,743 tonnes annually.

The Town of Inuvik will install a biomass system that will replace the diesel boilers currently used for heating and protect the municipal water tank from freezing.
