Description | ecoENERGY for Biofuels supported the production of renewable alternatives to gasoline and diesel and encourages the development of a competitive domestic renewable fuels industry. The $1.48 billion, nine-year program provides an operating incentive to facilities that produce renewable alternatives to gasoline and diesel in Canada, based on production and sales volumes. The program ended on March 31, 2017, having provided a total of $930 million in non-payable contributions to support the domestic biofuel industry. |
Results achieved | Over the 9 year timeframe, thanks to both Federal and provincial support, the domestic industry grew from 786.1 million litres of ethanol and 92.8 million litres of biodiesel, to 1,700 million litres of ethanol, and 430 million litres of biodiesel. |
Comments on variances | Due to market conditions beyond of the Program’s control such as evolving biofuel policies in other jurisdictions, the actual amount spent was less than that originally allocated. The amount of ethanol and biodiesel in 2016-17 produced with support from the ecoENERGY for Biofuels program was lower than previous years, because there were fewer producers in the final year, as many program participants had completed their 7-year incentive period by 2015-16. |
Audits completed or planned | No audits were completed in 2016-17. A joint internal audit and evaluation is planned for completion in 2017-18. |
Evaluations completed or planned | No evaluations were completed in 2016-17. A joint evaluation and internal audit of ecoENERGY for Biofuels is planned for completion in 2017-18. |
Engagement of applicants and recipients | The program engaged recipients through: regular calls on project process; monthly, semi-annual and annual financial and environmental reporting; progress of construction and commissioning reports; technical and environmental site visits; and recipient audits. General targeted recipient groups include existing and new producers of renewable alternatives to gasoline and/or diesel in Canada that meet the criteria set out by the program. |
