Natural Resources Canada’s Science & Technology Internship Program – STIP (Green Jobs) and Environment and Climate Change Canada’s Science Horizons Youth Internships Program

Natural Resources Canada and Environment and Climate Change Canada are launching a joint call for proposals for their respective programs, Science & Technology Internship Program - STIP (Green Jobs) and Science Horizons.

Both organizations are seeking applications from eligible organizations to deliver either or both programs for 2019-20 and 2020-21 (with the potential for additional years).

PROGRAM OBJECTIVE

Natural Resources Canada (NRCan) and Environment and Climate Change Canada (ECCC)

NRCan and ECCC will provide funding to one or more independent, third-party organizations (Delivery Organizations) to deliver either or both the STIP (Green Jobs) and Science Horizons.

The objective of STIP (Green Jobs) is to support post-secondary graduates to gain relevant and meaningful work experiences in the natural resource sectors related to science, technology, engineering and math (STEM), and help them transition to long-term employment or pursue advanced studies, through hands-on experience and mentorship via paid internships.

The objective of Science Horizons is to support post-secondary graduates in gaining relevant and meaningful work experience in positions related to science, technology, engineering and math (STEM), which support protecting the environment and/or the adoption of clean technology and to help them transition to long-term employment or pursue advanced studies, through hands-on experience and mentorship via paid internships.

STIP (Green Jobs) and Science Horizons provide wage subsidies for Hiring Organizations in the environmental and natural resource sectors, to host eligible interns for 6-12 month internships. NRCan is planning to issue a minimum of one agreement of up to $558,000 per year for two years. Historically, NRCan has funding of $558K and $8.4M to fund between 50 and 650 internships per year. ECCC is planning to issue contracts totaling $3,069,000 per year for two years. Both organizations will also assess the capacity of organizations to deliver a higher number of internships depending on the availability of appropriated funds.   

The Government of Canada reserves the right to alter or cancel the currently envisaged process and deadline at its sole discretion.  NRCan and ECCC may also revise the funding available under this call at its discretion.

ELIGIBLE APPLICANTS

NRCan STIP (Green Jobs)

Eligible applicants must

  • have knowledge of natural resources sectors including clean technology (e.g. sectors pertaining to mines, minerals, forestry, energy and earth sciences)

ECCC Science Horizons

Eligible applicants must

  • have knowledge of the environmental and/or clean technology sectors

For both STIP (Green Jobs) and Science Horizons, eligible applicants must be

  • Recognized as professional organizations in their respective fields, with the governance structure, staff and networks that make them good candidates to best deliver this initiative
  • Able to increase participation among under represented youth in employment equity groups (e.g. disability, Indigenous, visible minorities and women);
  • For-profit organizations (e.g. small or medium-sized enterprises (SMEs), corporations etc.);
  • Post-secondary educational institutions;
  • Non-government organizations or not-for-profit organizations;
  • Indigenous organizations and groups;
  • Provincial, territorial, regional and municipal governments and their departments and agencies where applicable;
  • Able to provide a business number (assigned by the Canada Revenue Agency).

For both STIP (Green Jobs) and Science Horizons, it is considered an asset if eligible applicants have:

  • Experience working with Indigenous interns and employers;
  • Existing networks and contacts with employers in northern communities

The successful Delivery Organization(s) shall be responsible for the technical management of STIP (Green Jobs) and/or Science Horizons, including: recruitment, evaluation and selection of Hiring Organizations; and signing agreements with Hiring Organizations to administer payments.

In addition, successful Delivery Organization(s) will recruit, select and match interns with positions at Hiring Organizations with a focus on employment for all youth (regardless of employment barriers). Focus should be given to targeting employment equity groups including persons with disabilities, Indigenous, visible minorities and women.

DURATION

April 1, 2019 - March 31, 2021 (with option to extend based on funding availability)
