Submit your clean hydrogen project plan
Once you have determined that you meet the basic eligibility criteria of the Clean Hydrogen Investment Tax Credit (ITC) pre-screening questionnaire, and have gathered all the required documents, you can take the following steps to submit your project plan:
Create an account on NRCan’s portal
To submit a clean hydrogen project plan on NRCan’s portal, you must first create an account, which will allow you to log in to the portal and access the templates and application form.
If you are a member of a partnership
If you are a member of a partnership, a designated partner should submit the clean hydrogen project plan on behalf of the partnership.
Fill out the application form and upload documents
Submit your project plan using NRCan’s submission portal
Once you log in to the portal, you can access and complete the application form. The completed application form provides sufficient information for NRCan to review the clean hydrogen project plan and send a confirmation to you and the CRA if the plan meets all requirements. You are required to fill out all sections of this form and respond to all questions that are applicable to your clean hydrogen project plan submission. This includes completion and submission of the templates that can be accessed via NRCan’s portal. Failure to provide the requested information and documents will result in NRCan being unable to confirm your clean hydrogen project plan.
Submit additional documentation after project plan submission
NRCan may request additional documentation or information to evaluate a clean hydrogen project plan. Failure to submit additional documentation or information requested by NRCan within 180 days may result in NRCan refusing to confirm your clean hydrogen project plan.
NRCan recognizes that some specific project documentation relevant to the evaluation of the clean hydrogen project such as the final detailed engineering designs (including items confirmed with preliminary documentation) and executed power purchase agreements might not be available at the time of project plan submission. Each element of the final detailed engineering designs, executed power purchase agreements, and any relevant updates to the project’s final design must be submitted using NRCan’s portal according to the timelines set out in section 127.48 of the Income Tax Act. Failure to submit the required additional documentation may result in NRCan requiring you to submit a revised clean hydrogen project plan.
