Gather the required documents for project plan submission
NRCan requires several documents to be submitted in support of your clean hydrogen project plan.
You will need to send some of these documents as part of the validation information package to a qualified validation firm that will prepare your validation report. The minimum validation information package consists of items 5 through 19 in the checklist below. The versions of these documents submitted as part of the clean hydrogen project plan submission on NRCan’s submission portal must be identical to those validated by the qualified validation firm.
For details on each of these documents, please refer to the Validation and Verification Guidance Document — Clean Hydrogen ITC. You can use the following document checklist to gather all documents that are required for your clean hydrogen project plan submission.
Note that all documents uploaded as part of the submission to NRCan’s portal should be named using the following convention. Not using this convention may result in delays reviewing your submission.
- (Project Title)_(File Name)_(File Date)
- Project Title: Title of the project of your clean hydrogen project plan.
- File Name: Use a clear file name that is comparable to what is listed in the documentation for the project’s FEED (or equivalent) study, clean hydrogen project plan submission document checklist, or the description of the document.
- File Date: Date of latest file modification, i.e., freeze date of the file before project submission. Please use a yyyy-mm-dd date format.

Acceptable Preliminary Documentation
Preliminary documentation (i.e., minimum initial documentation) is acceptable at the time of clean hydrogen project plan submission, provided it is sufficiently detailed for the purposes of validation of the expected CI, project determination and project plan confirmation. This includes process design documents, carbon intensity calculation documents and proof of supply and off-take arrangements that are considered in the calculation of the expected CI or in the assessment of project and equipment eligibility. If final detailed engineering designs are available, they should be submitted as part of the clean hydrogen project plan submission. If the documentation is preliminary at the time of project plan submission, refer to Submission of Final Detailed Engineering Designs for important timelines.

Submission of Final Detailed Engineering Designs
If preliminary documentation is submitted with the clean hydrogen project plan, final versions may be required as elements of final detailed engineering designs and must be submitted according to the timelines described in subsection 127.48(9) of the Income Tax Act, i.e., by the earlier of the following:
- The day on which hydrogen is first produced by the project
- The day that is 60 days after the final detailed engineering designs are prepared
When final detailed engineering designs are provided to NRCan after the initial clean hydrogen project plan submission, a summary detailing the changes from FEED-stage information to final design stage information must be included. Note that only documentation that contains changes from FEED to final design is required to be submitted.
Specific documentation for clean ammonia projects
If the project is intended to produce clean ammonia, you are required to provide the following documents:
Written justification of hydrogen production capacity for clean ammonia projects
Submit a written justification that demonstrates that the project can reasonably be expected to have sufficient clean hydrogen production capacity to satisfy the needs of your ammonia production facility. The justification must explain how the ammonia production facility is designed to convert clean hydrogen from only the taxpayer’s clean hydrogen production facility, and therefore the ammonia production facility operations are dependent on the hydrogen production facility operations. Guidance on what would be considered an acceptable justification is provided in the Validation and Verification Guidance Document — Clean Hydrogen ITC.
Written justification of hydrogen transportation feasibility for clean ammonia projects (if applicable)
If your hydrogen production facility and your ammonia production facility are not co-located, you must submit a written justification that demonstrates the feasibility of transporting clean hydrogen between the facilities. Guidance on how to demonstrate the feasibility of transporting clean hydrogen between the facilities is provided in the Validation and Verification Guidance Document — Clean Hydrogen ITC.
