Alternative Response Measures Participant Funding Program – Pipelines

Status: The application period for ARMs PFP funding closed on October 31, 2022.

The Alternative Response Measures Participant Funding Program – Pipelines (ARMs PFP) provides Indigenous communities and organizations with funding to take part in developing and improving Canada’s response measures on federally regulated pipelines to address potential oil spills across Canada’s oil supply chain.

ARMs PFP funding supports expenses associated with reviewing and providing input on content in the ARMs Intention Paper and/or engagement sessions on ARMs led by the federal government and their related documents, as it relates to potential impacts from federally regulated oil pipeline spills.

Who can apply?

Eligible applicants include:

Indigenous communities located within 50 kilometres of a federally regulated oil pipeline are eligible for funding. Applications from Indigenous communities beyond the 50‑kilometre range will be assessed on a case-by-case basis.

Other organized Indigenous-led groups with an interest in ARMs may also be eligible.

Funding

Up to $10,000 is available per community/organization to cover eligible expenses incurred between April 8, 2022, and November 30, 2022. Funding is provided through a contribution agreement with Natural Resources Canada (NRCan).

Eligible expenses

Eligible expenses include: staff salaries and wages, fees for professional advice, travel expenses, rental of meeting rooms, telecommunication charges, honoraria for elders and ceremonial offerings, and overhead costs incurred to review and provide input on the ARMs initiative. Overhead costs should not exceed 15% of the total funding requested.

If required, an advance of up to 50% of the total contribution agreement amount can be provided after signing of the contribution agreement.

Reporting

To receive a reimbursement/final payment, a signed financial summary report attesting to the expenses incurred, and a brief description of how funds were used, are needed. A reporting template will be provided. Final reporting documents should be submitted to NRCan by January 31, 2023.
